Repairing access to Windows Help

When accessing Windows Help, only the error message “Help and support cannot be opened, since a system service has not been executed” is displayed. What is the matter here?

This error message indicates that the Windows Internet service for the help
and support center has not been started. In order to access the help files, click
“Performance and Maintenance” (only in the category view) and “Administrative
tools” one after the other in the control panel.
In the following dialog, you will
see separate symbols for all system administration functions.

Double-click “Services”. In the background, you can now see a list of services run by Windows and check in the “Autostart type” column whether they have currently been started or deactivated. Search for the "Help and Support" entry in the table; this entry will be "Deactivated". Right-click it, select “Properties” and the “Automatic” entry in the “Start type” field in the following dialog. Close all the opened windows by clicking “OK”. After the next system start, access to the help files should again function without any restrictions.
